China Mine Safety
Late in 2002, an ICEM delegation visited China, following which a decision was made to address the terrible death and injury rates occurring in China’s mines. In May 2003, the ICEM wrote to the Chinese government and to the All China Federation of Trade Unions offering assistance, and requesting a frank and open dialogue.
Simultaneously, the ICEM called on the ILO and the International Council of Mining and Metals (ICMM) to jointly propose a three-way initiative aimed at helping the Chinese government address mining health and safety problems.
The Chinese government extended a formal invitation to open dialogue and on December 1, 2004, a historic Memorandum of Understanding was reached, providing for vast technical assistance to be brought to large and medium-sized Chinese mines.

Twenty-nine Chinese coal miners will be confirmed dead today, following a gas explosion at the state-run Yaotou colliery in Shaanxi Province on 29 October. The methane gas blast was just one of three accidents causing death that day in China’s coal mining industry.
